After all three Legendary Dogs have ran out of the Burned Tower you'll find Raikou and Entei wandering the Johto region. You see their called roaming Pokemon and you run into them randomly as your travel. Theres really no way to tell when and where you'll find it until you've seen it at least once. After you've seen it if I'm not mistaken you can track it with your Pokedex. Just be careful not to kill it in one hit. Also they tend to run away from battle so you might have trouble catching Raikou.

I have tried all of the tricks and
I've still haven't ran into raikou
I've spent hours running back and forth between a route and a city I have entei but not even ran into raikou need help
