I'm trying to teach my Jolteon thunderbolt, where in pokémon crystal can i teach my Jolteon thunderbolt??????

After you defeat the Elite 4, a guy will appear outside the Goldenrod City Game Corner every Wednesday and Saturday. For 4000 Game Corner coins, he will teach a compatible Pokemon Flamethrower, Ice Beam, or Thunderbolt.
