To catch Ho-oh in Crystal Version, you have to catch Entei, Raikou, and Suicune first.

Then, go to the small building on the northern-most part of Ecruteak City and talk to the man in there.

He should present you with the Rainbow Wing, so that you can get Ho-oh.

I don't know but I know you have to catch Suicune,Entei,and Raikou.

To obtain the Rainbow Wing, you must first capture Suicune at the Tin Tower after you obtain the Clear Bell from the Goldenrod Radio Tower's station manager as his thanks for ousting Team Rocket. (Save your Master Ball.) After you've done that, walk around Johto and look for Raikou and Entei.

There is no way to tell where they are located until you first encounter them, so save after you first encounter them. You can track their locations in your PokÃ©dex by looking them up and consulting the Area tab. They move when you move between routes or in and out of buildings.

Once you have the three Legendary Dogs in your possession, travel to Celadon City and converse with Eusine in the PokÃ©mon Center. He will say that there is strange activity going on at the Tin Tower, then he will leave for there. Follow him.

When you enter the Tin Tower, talk to the elders in the back of the room. The one in the middle will wield the Rainbow Wing, and as soon as he does, a flight of stairs will materialize beside him. Ascend the tower as you would in Gold and Silver, then save your progress on the rooftop. Ho-oh is stationed on the rooftop, ready to battle. It is at level 60 and knows Sacred Fire, Recover, Sunny Day, and Gust (I forget if it's Gust or not). It also holds Sacred Ash, which completely restores all of your PokÃ©mon. You can obtain Sacred Ash only by capturing Ho-oh, so use it wisely.

Capture the 3 legendary dogs and go back to tin tower and an old man there will give it to you (hope this helps)
