Do I have to beat the elite four before I can do anything in kanto

Oh, well then you will be able to relax and let out a sigh of relief. You can do this because no, you do not have to battle the Elite Four or do anything with them until you feel like it. That means that you can raise up your Pokemon on higher levels by training, and you can fight all Eight of the Gym Leaders in the Kanto Region. You can also fight Gary, and Ash. Gary is the Eighth Gym Leader, and in order to fight Ash, you need to beat the Elite Four. So just go out and explore the new region that you are in, do not worry about the Elite Four right now.

Yes you have to beat the elite four first. Once you do that, prof. Elm gives you a ticket for the ss aqua and it will take you to viridian city
