Elm wont call

Prof elm wont call me even though I have defeated the gym leader of mahogany town so I can't battle team rocket in the radio tower.

Check your radio, if you hear wierd stuff like team rocket, go to the radio tower, if you don't, maybe you skipped something or forgot to do something.
