how do i find the Boss in the Silph. Co.?

In the Silph. Co. I have found the card key, but I still cannot get to the "Boss". Can someone please give me step-by-step directions to getting to his room. Also, in the same town, how do you get the Rocket to move away from the Gym? Thank you...

I know this isn't what you would like to hear, but in order to get the Rocket to move away from the Gym, you need to find and beat the Boss (Geovanni).
As for finding hi, I am sorry, but I can not help you.

I think there is a teleporter on either the 4th or 5th floor which will lead you to a room where you fight your rival. After you beat him, continue to the next teleporter and this takes you to the top floor where you find giovanni
Once you beat giovanni the rocket guy will move away from the gym
