I was wondering if there was a gameshark cheat to fill my pokedex, also does a complete pokedex do anything?

Yes because you go to the guy in the Celadon Mansion via the back door way. If you aren't sure go around the Pokemon Centre.
He'll then give you a diploma that you can show Prof. Oak and then apparantly this is one way to get Mew.

No I do not think so. I do not think that Gameshark was around back then. Go to Celadon City, and go in thebig building by using the back door. Talk to the gamefreak crew, and someone will give you a diploma for finding all the Pokemon, that is all.
