What is the best route for encountering hoards? Preferably one with Pokemon below level 20.

I don't believe hordes have a specific rate of appearing, but most routes have them.

Lower-leveled hordes can be found on the routes accessible early in the game, such as Routes 5, 7, 8, 10, and 11.
