You get a Master Ball from Team Magma Hideout B3F. The Master Ball can be used for catching wild Pokemon.

You can get the master ball at Team Aqua or team magmas base it is with nugget and 2 electrode

Masterball on Team Aqua hideout need a strong pkmn when you go in and don't skip it or else you get no masterball
