How do you pick island flowers that are on the bushes?

You don't. The flowers on bushes count as bushes and therefore cannot be picked. You can occasionally find hibiscus starters for sale on the island (5 medals, unless you have the bell boom ordinance in effect). There are yellow and red varieties. You plant them like you would any other bush (you can plant them like a tree, but bushes can be planted right next to each other). Bushes cannot be planted right up against a building, and will take a few days to fully grow. Each type of bush only blooms certain times of the year. You can destroy bushes with a shovel, but you won't get anything for doing it. Other bushes can be bought from an upgraded garden shop.
Unfortunately you can't take bushes from island tours. You have to buy them either in T.I.Y, T&T Emporium or Tortimer Island.

There is a way, I saw people with the hibiscus flowers in there hair so there must be a way. I just don't know it :(
You cannot pick them, they just grow on the bush. You can buy the bush starts from the island gift shop though
