Once you have completed the Burglary mission which requires C.J. To steal $10,000 worth of loot you will be able to sprint as much as you like. This mission can be easily completed by doing the following. Go to where CJ's mom's house is, choose two houses that are right next to each other and reverse park your truck so it's inbetween the two. Then go into one house pick up the nearest item and place it in the back of your truck. Then go to the next house and pick up the nearest item and place it in the back of your truck, then the first one, then the second one, and so on.
