Increase CJ's Driving Skill
This can be achieved by going to San Fierro and passing the tests with a gold rank at the driving school. Alternately, you can jack a fast car from the richer neighborhoods up north and drive and keep driving. Every 5 minutes or so you should get a small incremental boost to the driving skill.
