Get Rid Of Neighbors To Get New Ones
Use the "Ghostify" power on a sim (not in your household) use a cat (level 9 or 10 hunting skill) or "Ghost Zapper" (from inventing skill) to "Capture" that ghost sim, do this to every sim in that household,
Once done exit the house, wait about a day (game time)
And there you go new neighbors will so move in!
