Apart from Ric Flair and Tazz (who aren't considered "Legends" in the game anyway as they're on their respective brands), there are no legends in this game...

...this is so the new Wrestling game, Legends of Wrestlemania, can be the main focus of legends and so more people will buy it

Ric Flair, Tazz are the only Legends, ON THE GAME... To get other legends you'll have to wait until Legends of Wrestlemania comes out to where you can insert it into your 360 and transfer Legends from that game onto 09! It's pretty cool can't wait!

Thats just a bad move by thq and wwe. It's forcing people who like playing as legends such as the rock, hulk hogan, and austin to go out and pay another ridiculous price just for some more playable content.
