I really don't understand what ubisoft meant by saying removing the water, because there is water in game, it rains

There is water, and Aiden is a capable swimmer, but the way in which Chicago's many waterways are rendered/textured is better on Xbox One/PS4. Also it was reported that Ubisoft removed reflective puddles from the last-gen versions.

There are, in all watchdogs games there have water. When it rains. But the better graphics are better in Xbox One/PS4.
