Hey, there is a garage that does saleens, I'm not sure wether you have to unlock it or find it, I'm not exactly sure, I would check but I don't have the game anymore :(

Yes you do have to unlock the performance upgrade shops, and you do so about 25%-50% through the game, there is a shop that does the saleen, the american muscle car shop, for some a class cars I've found that you can't upgrade them cause they are already hella fast
