You can get them during the day, and probably uring the night also. If you are doing a chop shop activity they might occur less often but i'm not completely sure on that. In my point in the game they are appearing as the regular vehicles the Saint's drive and I'm only 62% through the game. Better cars appear once your farther through the game.

You will never see Bulldogs driven by anyone except 3rd Street Saints, and that is only after you beat all missions. You will also notice they drive g'd up Nelsons too.

Yeah ther is one way, go to the loan sharks and borrow some money BUT DO NOT RETURN IT the should give you a few calls saying they want their money BUT STILL DON'T RETURN IT they should send some of their guys to come and kill you the should tur up in a bulldog
