No, you can't take hostages. The closest thing you can do for hostages is hogtying them, or dragging them with your horse, which is always fun.

You can hogtie a character but if you mean can you make them into a human shield, the answer is no.

Sort of you can take people but if you kidnap a woman and tie her up to railroad tracks and wait til she gets run over by a train you get an achievement

Yes You can you just shoot the gun out of their hand and they put up their hands.
