Just go up to the tied person and you should get a button option to untie the person.

What if I tied someone up the button dose not showCMBF answered:
You can release the person by releasing the aim button as long as you did not hogtie them. If you hogtied them you can carry them on your horse and shoulders, but you cannot release them from the rope once you tie them.
