Yes, as with any other multiplayer mode in any other game, you have to be online, as the free roam is a multiplayer only game mode. The reason for this is that it doesn't have any "Save slots" - it saves your PSN profile like other games, like your challenges gets saved on for example Modern Warfare 2 and MAG.

You actually don't need to do multiplayer to do free roam.... I have beaten the game and as I speak I'm running around blackwater doing whatever I want. Just beat the game 100% side missions not included

No, you don't have to be on multiplayer to free roam. But you have to beat the whole game.
