I think you first need a rear wheel drive car that is around level three. An american muscle is good. Then when at a wheely competition hit perfect launch and it should really do it itself. It is optional to put power upgrades on but, I suggest you put them on because the wheelies last longer, and if some cars give you stage 2 nitrous, put on stage 3 or higher.

After that, you put all handling upgrades to stage 3 or higher.

After you did all of that, you go and tune your car. I sometimes use this tune blueprint. Loosen all the front spring settings and stiffen the rear spring setting.

Ride height, you can change any way you want.

Tire pressure for the front, move to the left 10 times. And for the rear tire pressure, move it right 10 times.

For the toe, move it to the right 10 rimes.

For the Camber, move it to the left 10 times.

Caster and Steering response, Move them both to the right 10 times.

For the engine, move all of them to the right.

For the gearing, Move them all to the right.
