Freddy Krueger is a downloadable character from the Marketplace. You can also get Rain, Sareena, and Kenshi there too.
"If you are experiencing difficulties unlocking your Mortal Kombat: Komplete Edition (MKKE) DLC characters it is due to the marketplace content located on your HDD. Simply open up the XBox Guide > System Settings > Storage > Hard Drive > Games and Apps > Mortal Kombat > Delete Kenshi, Rain, Skarlet and Freddy and all of the DLC characters will be automatically unlocked next time you start up the game. This is for XBox only. If you are having problems with Playstation, I would suggest finding where your game data is located and erase all DLC characters."
