What do I do to get the black stuff off so I can see the whole city.

Fly up really high as Superman. When you see a bunch of red spotlights, go towards them and drop. You need the heatray to break locks or Flash's super speed. Press B when you get close and the map will get cleared a bit and a villain will appear nearby. Hope this helped!
