The fastest car in Just Cause? Why, that would be the Fukuda Tournament of-course. It's unlocked when you reach the "Cabo" rank. You can find it on the city streets really late at night. It's pretty rare. There is one specific safehouse, at which a Fukuda Tournament can always be found. I forget which one, though. It's near the Paradise Bay.
