That depends, which one are you playing? The Ballad of Gay Tony, or the Lost and Damned? For the Ballad of Gay Tony, you can obtain Girlfriends through dancing at Maisonette 9( But you have to be successful at it.). In the Lost and Damned on the other hand, you cannot obtain a girlfriend. There is not any flyable planes in Grand Theft Auto IV( Episodes Included.), there also isn't any cheat code that allows your vehicle to fly.
