Rockstar took that out of TBoGT, as well as the paramedic, firefighter, and vigilante side missions. Instead, you get to do the drug runs, which unlock weapons in your flat.

That would be cool right? It was one of the more interesting side missions in the previous games, but sadly it is not present in GTA4.
