The ones on youtube are most likely PC version Mods you cannot get these Mods on Xbox 360 or Ps3

Go to a police or fire or even a medical department, and there will usually be on of these emergency vehicles. Once you get the vehicle be warned, there are cops usually walking around in the area, so hurry and take off and use the wanted level down cheat if you have it. If you don't have it, it is COP-555-0100.

The cars you see on YouTube are from the multiplayer games on the online side of the game, bot in the single player game.
