You can't,you can only call him, andf even then you always get to his answering machine.

You can become friends with Dwayne after the mission The Holland Play if you choose to kill Playboy X.

You can after you kill playboy x you call dwayne and he will thank you.After that go to the computer place there will be a meseage for you asking if you want to hang out.
