Yes you can marry Elise although she is a quest NPC but that is also because she is not tied to the story as much as Page. Yeah doing a quest for her is a part of the story but not like Page. Page fights by your side, is a follower of yours and is going to serve you the best she can. (That's what she said at the end) but Elise isn't apart of the game if you know what I'm saying. She isn't a big piece of it. (I hope you are kind of understanding what I'm saying)
