What does it mean by create 200 resources in a city?

Resources are like gold, science, culture, and population. Go into your city screen. Then look to the left of the production bar. There should be a number. That is how many resources you are making in that city. In order to get it up to 200 you need to mannage you're workers to production. Build buildings and wonders that raise production and eventually when your population gets high enough you will get 200 resources.

Well like kc1066 said all you can really do is keep the game going long enough to build all buildings and wonders and grow your population enough to get a high enough production. Two helpful bits are to take whichever city has the highest production and set the workers to food , which will slowly help raise production by growing the city, and switching to communism( it gives a production bonus of like 33%
