To refill parachutes, purchase them from any tailor around Constantinople. Each parachute should cost around 230 Akçe to purchase. You can purchase larger parachute pouches to keep more (up to 15, I think) in Ezio's inventory at a time.
If you aren't sure where tailors are on the map, the symbol for a tailor looks like a thread on a roll.
