How to get by Legendary.

If you have the black eye skull on, take armor lock, and right after you punch an enemy, activate it and hold until your shield is full and continue fighting.

High ranking elites are going to be very hard to take down. If it is an Ultra rank or higher, an assignation is the only thing that will work. If you have the skulls that upgrade enemies, even shotguns will not help. Swords and Hammers might help depending on the rank.

You should definitely use vehicles whenever possible. A wraith would be very handy, or a warthog with a Noble on the gun.
