Best weapon combo for taking these down are a Plasma Pistol and a DMR (Designated Marksman Rifle). If using the rifle, then shoot them in their exposed hands, and immediately give a headshot when they're stunned and dropping their shields. If you want to use the Plasma Pistol, then unload it into their shields as fast as you can to kill them in a spray of green energy.
