2.(I just stumbled upon this while playing.) You have to get around the toll booth. I did this accidentally with the dirt bike. Step 1: go really fast toward the toll. Step 2: When you reach the toll jump the dirt bike over the side and onto dry land. Step 3: Pass the toll booth and continue driving.

The police only come after you if you go through the toll without paying. You can go around, over, and under, and not have to pay.
