At Sky-Dinosaurian Square defeat the Noise Tanks and then go to the bottom of the Sewage Facility and defeat Cube in the City Rush.

Unlock Suga:

At Chuo Street get 32 spray cans and then jump off of the dinosaur and Suga will be at the bottom of the stairs.
