Can someone please tell me how to open the gate to get to Bywater?

I tried it for hours and I cant figure out how to open it......

Or maby its not the gate.

Someone JUST TELL ME HOW TO GET TO BYWATER DO DELIVER THE WILL THING-EE-A-MA-JIG!!!!!!!!!!!!!!!!!!!!!!!!!!
