Question for The Elder Scrolls III: Morrowind

Can someone tell me how to do number 2, I have been back and fourth but I still don't get it.

Ok, Here's the deal if you go to Moonmoth Legion Fort and go inside, to your right going down stair their will be beds and a guard named Larrius Varro.

So you talk to him and he gives you two things he wants you to do 1) to take care of a Nordic Bandit next to a town 2) to make to "bad people" go away.

Kill everyone in the council club (cammona tong) in balmora (except from the barkeeper)
