Question for The Elder Scrolls III: Morrowind

I have the Game of the Year Edition (GOTY) of Morrowind for Xbox, and I am stuck.

I have made it to the Imperial colony called Fort Frostmoth on the Island of Solstheim, the Leader there, I forgot his name, asked me to find out why there is discontent and why there is "low morale" among the soldiers in the fort.

I have searched everywhere and I have tried to talk to the soldiers within the fort, but none will talk to me.

And the normal people will ethier know nothing at all, or will be of no help with the knowledge they have.

I don't know if I am missing someone or what but I need help !!

You need to speak with the priest and the second-in-command. Then return to the Captain and talk about liquor (every soldier's favorite).
