Question for The Elder Scrolls III: Morrowind

In the mq when Caius says he's going away for a while, and advances you to Operative and tells you to talk to that Milo/Melo woman in Vivec library about dissident priests...

My rank never changes into Operative, Caius never goes away (even though I'd been to Soltsheim for ages before I returned to Balmora to check) and the library-lady doesn't tell me what to do. She only tells me to give Caius the Progress of Truth-book even though I have already. The rumours say that a dissident priest is "stuck in Ministry of Truth". I've searched that place (invisible) without finding him.

I've found the Secret Library and taken some notes about Dagoth Ur and Red Mountain but I can't talk to the Ashlander-woman about them...

Is there something I should do?

Please help me.

Milo IS the dissident priest you have to rescue , and to advance to operative you have to ask caius about " the unrest in cyrodill city " usually it goes in to the main answer for that question about how uriel septim is sick & blah blah blah , this time it should say he's going back to cyrodill and advance you to operative. (whenever you're talking to anyone about missions you should allways ask everything thats highlighted in blue )
