I found this out recently.
- Set up as a single cruise (if on cruise mode - this is how I use it anyway), then set whatever number of cops you want, 1 - 4.
- Start the cruise with your cop(s).
- Now stop that and return to the main menu.
- Go into multiplayer split screen.
- Start the cruise.
- Stop and restart it.

You should now have cops chasing you and your friend(s). If you set it for 2 cops, each of you is chased by 2 cops.
