I don't think you can. If you got the idea of this from some of the cut-scenes then no you cant get the FAMAS rifle in MGS2 substance other wise you would be able to train with in VR.

Yeah, I think you can only get the FAMAS on MGS1. I've beaten it on MGS2, and its not in the game.
You can't even use it in VR, so its probably impossible to get.
However, the AK74U or the other assault rifle that you get (cant remember name), is almost the same as MGS1's FAMAS, so that should do.

No the famas isn't in this though it was on mgs1 but you could use the AK74U or the M4
