In Vice City you can but you need the right amount of money and a nice car to pick up the pretty ones.

Yes, you can pick the hookers up in Portland, Staunton Island,Shoreside Vale and Vice City. You need to have a very nice car and alot of money and the hookers will give you 125% health also.

Yes you can pick hookers up in both of the games and you dont need that much money.
