How do you get into the grey square on the map NW of the place where the waterfall is in the Baljhet Mountains?

After you fight Isaac the second time, youll see a cutscene of a bunch of tornadoes sucking up all the water, afterwards, the waterfall will be empty, allowing you to go into the cave behind it. Also, the mortvia aquaduct will be drained, which opens up a couple paths there as well.
