There is a Devil's Vein and a Vampire Blood. Not sure which you mean so I'll cover them both. They're both for item creation. Prince's clothes plus vampire blood makes Dracula's Clothes. Prince's Clothes made from Clown Suit(piko piko hammer plus sports jersey) and Midas' Gold (a rare drop from Jin). Devil's Vein is needed to make the Chauve-souris spear, which, in turn is needed to evolve your devil ID to it's third and final stage (read below).
NOTE: the Clown Suit and the Prince's Clothes are the only armor (perhaps the only item you can combine) that adds to your luck. The higher your luck, the better the chance of enemies dropping their rare drop item.
