Fire one should be between Dragon Roost and Forest Haven islands.
Ice one should be near Forest Haven.
Feed bait to the jumping fish near each island to fill-in your map.

Ice Ring Isle is E6 and Fire Mountain is F3. You get the Iron Boots and Power Bracelets here.
