You need to play last chapter then when falling go through a circle of studs (the one with a disguise in middle) then when rex fury unlocked buy him for 1,000,000 studs then go to downtown there is this thing what you can pull with disguises with super strenght somewhere pull that with rex fury then build the pipe then jump on pipe(like Mario) you'll be warped to lady liberty island! Hope I helped+
You can do it without Rex fury first you need jet packs and a boat
1 drive to lady liberty island
2 jump out the boat and jetpack over to the algie and swim to the port
3 activate the ferry so you can go back easily
