Army base, you have to wait for the Autosaurus and the aliens to attack. I think for the casino you have to leagalize gambling and get enough money on it but also reach the year two thousand.
You hire teachers and your students will come and learn or you willl need to build shools and then hire a pricippal and techer and pay studednts to come you can do htis and it will bring up you're education levls for sure I did and it works
