I was wonderig the same and I found out that you have to get giratina, palkia and dialga with tikets and then reliss them and you will take a mewtwo tiket

You need to beat ex battle royale 6 then go to any factory and try to over and over again until you get the shiny yellow catapult battle meteor and I guarantee you will get him
