Annoying!!!!!
Okay,so I was racing on wi-fi &,all of a sudden,there was a cheater.This cheater got infinte evweything,instead of blue shells & bullet bills.I mean this cheater was such a cheater that the person didn't even hit item cubes!Like this 1 time where the cheater threw like 50 green shells behind them without even getting near an item cube!Could anyone tell me how this person is cheating so I can use force to make them play fairly & report them to Nintendo?

If they do hack, there's a "cheat" to annoy them so much, you win. Just go on Wi-Fi with you and one other person. If someone cheats, both of you can just not finish the race, it will go on infinitely, and then the hacker will most likely quit since they can't do anything, so you don't have to lose.
