I have 2 questions.

There is a way to kinda check how many expert staff ghost you have and that is you goto time trails and seeing if there is a really fast ghost. For the next question, I would say Yoshi and the dolphin dasher or Dry Bones and the tiny titon/rally romber.Hope this helps.Please give me a good rate.

There isn't a specific way of doing it. The easiest way is to check the time of the Staff Ghosts - if it's a very fast time that's difficult to beat, it's probably an Expter Staff Ghost.

I'd recommend Funky Kong with the Standard Bike L or the Shooting Star (I think). Funky Kong is the fastest character, and those two bikes also have decent acceleration.

Unfortunately I have no answer for the first question however I do for the second.

The best vehicle for the job is definitely a bike because you can do wheelies to have a better chance of getting a star and they are generally faster. The fastest ans easiest bike in my opinion is the 'Mach Bike' for normal sized characters. And for smaller characters then I would say the 'Bullet Bike'.
